The Human Development Index (IPM) is a concise measure of the average achievement/success of the main dimensions of human development, namely living a long and healthy life, having knowledge, and having a decent standard of living. Based on data from the Central Bureau of Statistics (BPS) for Riau Province, the HDI value for Riau Province in the period 2015-2020 tends to have an increasing trend, but there has been a slight decrease in the HDI value in 2020. This study aims to determine the variables that affect HDI in Riau Province from 2015 to 2021 using the Panel Data Regression method. The variables used in this research are Per Capita Income, Workforce Unemployment Rate, SMP/MTs School Participation Rate, SMA/MA School Participation Rate, and Number of Health Facilities sourced from websites and BPS Riau Province publications. The method used in this study is Panel Data Regression which consists of three models, namely the Combined Model, Fixed Effect Model, and Random Effect Model. The results showed that the best model that could explain the Riau Province HDI from 2015 to 2021 was a random effect model with individual effects with an R2 value of 52.13%. In addition, the combined model and the fixed influence model have R2 values of 41.04% and 54.26%, respectively. The variables that significantly affect the HDI of Riau Province are per capita income and the number of health facilities.
